City of Wheeling Kicks Off New Fiscal Year
Meeting Tonight Includes Contract for Streetscape Landscaping Maintenance

WHEELING -- Wheeling City Council will meet tonight for its first regular meeting of July and the new fiscal year, with several new pieces of legislation slated for first readings.
Among the ordinances scheduled for introduction is a contract with Top Notch Landscaping and Supply LLC of Wheeling for maintenance of the Streetscape project. New trees, flowers and other vegetation have been installed in bioswales that line the main corridors of the downtown area, and crews regularly maintain the new landscaping.
The contract with Top Notch Landscaping and Supply, the low bidder for the job, will be in the amount of $28,000. By comparison, Yensen Landscape & Supply LLC bid $41,300 for the work.
According to the legislation, the cost of the contract will be charged to the city's regular RCIP (Restricted Capital Improvement Project) fund. City officials have noted that the West Virginia Division of Highways, which is wrapping up the $38 million Wheeling Downtown Streetscape Project after nearly four years in the construction phase, and its contractors maintain the landscaping for one year after a section of the project has been deemed substantially completed. Thereafter, the city of Wheeling will be responsible for this ongoing maintenance.
Also set for introduction tonight is an ordinance authorizing the expenditure of $139,234 with USI Insurance Services LLC of Wheeling for an excess liability workers' compensation policy to be charged to the city's Workers' Compensation fund. The policy period will be from July 1 of this year to July 1 of 2027.
Council is also expected to hear a first reading of a new ordinance to change the zoning district classification for nearly 7 acres of property in North Park from R2 Residential to R4 Residential. This zone change was recommended by the Wheeling Planning Commission, which held a hearing on the matter and deemed the request to be consistent with the city's Comprehensive Plan.
An ordinance is also scheduled to be introduced tonight authorizing the city manager to spend around $15,500 with Glessner Wharton & Andrews Insurance LLC of Wheeling for cybersecurity insurance. The expenditure is slated to charge $11,005 to the city's general fund, $2,480 to the Water Department and $2,015 to the Water Pollution Control Division.
An ordinance to approve and adopt replacement pages to the city's codified ordinances is also up for a first reading. The revisions are done each year in order for local codes to comply with amended or updated state laws. The proposed amendments to city codes pertain to traffic ordinances.
The regular Wheeling City Council meeting is scheduled to begin at 5:30 p.m. today in council chambers on the first floor of the City-County Building on Chapline Street downtown.
In other action tonight, members of the Development Committee of Council are scheduled to meet prior to the regular City Council meeting. The committee will meet in executive session beginning at 4:30 p.m. to discuss property acquisition.
