New Paving Contract, TCI Building Demo Eyed in Wheeling

WHEELING -- Members of Wheeling City Council are scheduled to meet tonight to hear first readings on several new pieces of legislation, including a total of nearly $1 million in new contracts.
Among new ordinances slated to be introduced during tonight’s regular city council meeting is legislation authorizing this year’s citywide paving contract. An ordinance up for a first reading tonight will be to spend $791,761 with Cast & Baker of Cannonsburg, Pa., for the city’s 2026 street resurfacing project.
The cost of the paving will be charged to the city’s regular Restricted Capital Improvement Program fund in the amount of $391,761 and to the city service fee in the amount of $400,000.
Cast & Baker was the sole bidder for the paving contract, according to the legislation.
Another anticipated ordinance set for introduction during tonight’s meeting will be a contract for asbestos abatement and demolition of the former TCI building at 2184 National Road in Elm Grove. The legislation will authorize the expenditure of $130,000 with Reclaim Company LLC of Fairmont, W.Va., for the work.
This project is being funded through the West Virginia Dilapidated Properties Program (WVDLAP).
Reclaim Company was the low bidder for the project. By comparison, Edgco Inc. bid $184,000 for the abatement and demolition, and Raze International Inc. bid $325,957 for the job.
Some smaller purchases are also up for first readings during tonight’s council meeting.
A new ordinance authorizing the expenditure of $21,216 with Samsara of San Francisco, Calif., is set to be introduced tonight. The purchase will be for vehicle alerts and monitoring. The cost of the purchase will be split among several city departments. The Building and Planning Department will fund $1,224, the Operations Department will cover $8,160, the Vehicle Maintenance Department will pay $816, the Sanitation Department will fund $2,244, the Parking Authority will pay $1,020, the Water Pollution Control Division will cover $3,672 and the Water Department will fund $4,080.
Another new ordinance up for a first reading will be for the expenditure of $32,551 with Arnold Fire Equipment LLC of Honey Brook, Pa., for turnout gear for the Wheeling Fire Department. The expenditure will be charged to the city service fee.
Also tonight, two new traffic ordinances are scheduled to be introduced. One will be to extend the time of designated no-parking zones located along the intersection of Valley View Avenue and the ABC streets to be 24 hours a day, seven days a week. Another new ordinance will be to extend the no-parking zone on the east side of Woodlawn Lane in Woodsdale to Pine Avenue.
Two resolutions are also up for a vote tonight. One resolution will be to accept the recommendation of the city manager finding that just cause exists to abate a public nuisance at 11 Florida St., based on reports by the building and sanitation code officials, the Public Works Department, the Public Safety Department and law enforcement. The resolution calls for a hearing to be held on the matter per city code.
Lastly, a new resolution is up for a vote to change the date of the next city council meeting. The action will move the first regular council meeting next month from Aug. 4 to Aug. 11. The meeting will still begin at 5:30 p.m. in council chambers. Officials have noted that the date of the meeting is being changed because city leaders are planning to attend the annual conference of the West Virginia Municipal League in Charleston.
In other action tonight, the Development Committee of council is scheduled to meet prior to the regular city council meeting. The committee is expected to meet in executive session beginning at 5 p.m. in council chambers to discuss property acquisition.
Following the Development Committee meeting, members of the Finance Committee of city council are slated to meet at 5:15 p.m. to discuss the June financial report and a proposed budget revision for fiscal year 2026-27.
