Wheeling Releases List of Streets, Alleys Slated to Be Paved

WHEELING -- City officials have fast-tracked this year’s annual paving contract and approved legislation to move forward with resurfacing nearly three dozen streets and alleys throughout Wheeling.
A new ordinance authorizing a $791,761 expenditure with Cast & Baker of Canonsburg, Pennsylvania, for the city’s 2026 street resurfacing project was introduced during this week’s Wheeling City Council meeting. To expedite the work, council members held two readings of the ordinance during Tuesday’s meeting, approved the contract and issued a notice to proceed to the contractor Wednesday.
“We expect paving to begin in the next 21 to 30 days,” Wheeling City Manager Robert Herron said.
Council also rescheduled its first August meeting from Aug. 4 to Aug. 11 because the West Virginia Municipal League’s annual conference will take place the first week of August in Charleston, where local officials plan to attend.
Because council will not meet again for three weeks, officials opted to complete two readings of the paving ordinance so the contractor could begin work as quickly as possible.
Cast & Baker was the only bidder for this year’s resurfacing project, and the bid came in below the city’s $800,000 paving budget.
The project will be funded through the city’s regular Restricted Capital Improvement Project fund, which will provide $391,761, and the city service fee fund, which will provide $400,000.
Herron said the city also was able to use remaining funds from previous Community Development Block Grant projects to complete a separate resurfacing project in the Wheeling Heights/Grandview hilltop area.
“In May, we paved the Grandview area,” Herron said, noting approximately $230,000 in remaining CDBG funds were used for the project, which included Grandview Avenue and a portion of 12th Street.
No additional paving projects using other funding sources are planned for this summer, Herron said. He noted that the city has invested more than $1.02 million in paving projects this year between the annual resurfacing contract and the Wheeling Heights CDBG project.
The streets and alleys included in the 2026 paving project are:
Ward 1: North Eighth Street from Warwood Avenue to Richland Avenue; Hildreth Avenue from North 15th Street to North 16th Street; North 16th Street from Hildreth Avenue to the dead end; and Eagle Avenue.
Ward 2: The alley between North Wabash Street and North Erie Street to North Huron Street; Lane N from Georgia Street to North Huron Street; Lane 37 from North Front Street to North York Street; Lane M from Indiana Street to Kentucky Street; Lane 38 from North Penn Street to North Broadway Street; Lane 38 from North York Street to North Huron Street; Fourth Street from Kenney Street to Main Street; West Street from behind 429 Main Street to Fifth Street; Whitbar Street from Market Street to the dead end; and the alley apron between 727 and 729 Main St.
Ward 3: Lane G from 18th Street to 19th Street; Lane 15 from Wood Street to Lane G; and the street from 52 Indian Point Estate to the cul-de-sac.
Ward 4: Park Road from the Hampton Inn to Orchard Street; Edgewood Street from Woodlawn Lane to Echo Lane; and Edgewood Street from Heiskell Avenue to Elm Street.
Ward 5: Memminger Avenue from the creek to Pavilak Court; America Avenue; Queen Avenue from the private drive to Park Place; Floral Drive from Park View Lane past Bayberry Circle; and the alley between Storch Avenue and Edgington Lane.
Ward 6: Russell Street between Nichols Street and Shafer Avenue; the alley parallel to Center Avenue and Acosta Avenue and both connecting alleys; the alley parallel to Center Avenue and Columbia Avenue and both connecting alleys; O’Leary Lane/Patterson Street alley (east portion only); and Hendricks Avenue from Coal Avenue to Edison Avenue.
Most streets included in the project will be resurfaced but not milled. Ten streets also are scheduled to be milled before paving, including Hildreth Avenue in Warwood, Eagle Avenue in North Park, Fourth Street in North Wheeling and all streets scheduled for paving in Wards 4 and 5 except the alley in Edgewood.
