Contract for $1.5M in Renovations at Fire Stations Eyed

More than $1.5 million in Congressionally Directed Spending will help renovate fire stations in neighborhoods throughout the city of Wheeling, including Station 2 in North Wheeling.

WHEELING - The city of Wheeling is slated to move forward with renovations of fire stations throughout the city utilizing more than $1.5 million in Congressionally Directed Spending approved for the upgrades.

Members of Wheeling City Council are scheduled to meet for their second regular August session and are expected to hear first readings on a number of new pieces of legislation.

One new ordinance will authorize the city to spend $1,509,190 with JD&E Construction Service of Wheeling for renovations to existing fire stations. According to Wheeling City Manager Robert Herron, this project will be for renovations at Station 2 in North Wheeling, Station 9 in Warwood, Station 10 in Edgwood and Station 11 in Elm Grove.

The federal funding was included in a spending bill that was passed for fiscal year 2024.

JD&E Construction was the low bidder for the project. By comparison, Lombardi Development bid $1,552,200 for the work, Waller Corp bid $1,650,314 and Grae Con Construction bid $1,980,740 for the project.

Another new ordinance set for a first reading during tonight’s council meeting will be for an agreement with Top Notch Landscaping and Supply LLC of Wheeling for hydroseeding at Gateway Park in the amount of $20,500. Top Notch was the low bidder for that job, with contractors Blackstone Landscaping and Construction submitting a bid of $31,971 for the work and Ponzani Landscaping Co. bidding $25,935. The cost of this project is being charged to the city’s Project Fund.

A new resolution up for a vote tonight will authorize the city to accept the terms and conditions of the contract relating to maintaining the Region 4 Highway Safety Program in the Northern Panhandle of West Virginia grant in an amount up to $473,400. This agreement with the West Virginia Department of Transportation, Division of Motor Vehicles, authorizes the city to receive and administer grant funds pursuant to the provisions of the Governor’s Highway Safety Grant Program.

Four new traffic rule ordinances are also scheduled to be introduced during tonight’s meeting. Each is up for a first reading.

One ordinance would create a three-way top intersection at 12th and Water streets. Another would reduce the speed limit on Economy Street to 15 miles per hour. A new ordinance would create crosswalks at the intersection of 15th and Eoff streets, and another would create one-way traffic flow from east to west on Lane 15 in East Wheeling.

Under unfinished business, a second reading is set for an ordinance to spend $628,290 with Reclaim Company LLC of Fairmont, W.Va. for abatement and demolition for the 14th Street Development Project. This work is being funded by a West Virginia Economic Enhancement Grant.

Tonight’s regular council meeting is scheduled to begin at 5:30 p.m.

Prior to the regular council meeting tonight, members of the Development Committee of Council are slated to meet beginning at 4:45 p.m. to discuss several matters. Topics include a proposed development or redevelopment designation for Bogey’s Carryout at 1101 Warwood Ave., a discussion on 1 Mt. Wood Road and an executive session discussion on property acquisition.

Members of the Finance Committee of Wheeling City Council are also scheduled to meet today prior to the regular council meeting. The Finance Committee will meet at 5:15 p.m. in council chambers to review the July financial report for the city.
