New Moundsville City Building Work Continues

MOUNDSVILLE — Contractors are still working on the new Moundsville Municipal and Safety Building.
Moundsville City Manager Rick Healy said Monday that currently the estimated date to begin moving into the building is Oct. 22.
“This will likely take two weeks for the complete move,” Healy said. “We have not determined how much time, if any, the offices will be closed. Once we have confirmed that move-in date, we will relay that to the public.”
After moving in, Healy said there will still be some items to complete.
“The exterior will continue to have work done, and may possibly not be fully completed until spring,” he said. “That will include full demolition of the existing building, construction of the parking lot, exterior lot lighting, and landscaping.”
Regarding interior work, Healy said it is nearly time to develop a punch list.
“Once that is completed, it depends how quickly that work can be completed,” he said. “There is still interior and exterior signage to be done, IT and phone work to be completed, and final inspections.”
During the last City Council meeting, an executive session was held regarding legal matters related to the new city building. No related action was taken during the open session of the meeting. While Healy said he could not disclose what was discussed during the closed portion, he confirmed no lawsuits have been filed regarding the project.
Work on the project began in 2022, but there were some construction-related delays. Then the project's former contractor, &build, filed for bankruptcy, stopping the project for several months. Great Lakes Restoration LLC was announced as the new contractor in October 2024.
The new $12.5 million building will house the city offices, police department and fire department. It will also have a drive-through for paying bills.
Healy noted the move-in date has been pushed again for a variety of reasons.
“Just work that continued to get pushed back. Some due to waiting for parts, others waiting for enough sub-contractors to complete the work. You can also blame some rain days,” he said.
