WHEELING - Legislation is scheduled to be introduced this week for more than $1.3 million in local projects to be charged to the Federal Emergency Management Agency.
Several new ordinances are slated for first readings when Wheeling City Council gathers for its first of two regular meetings for the month of November. Because of election day, this week’s meeting has been rescheduled to take place on Wednesday instead of Tuesday. The meeting is also slated to take place at Wheeling University instead of the usual meeting space in council chambers at the City-County Building downtown.
The regular council meeting will begin at 5:30 p.m. Wednesday inside Troy Theatre, located in Swint Hall on the Wheeling University campus.
Among a number of new pieces of legislation up for first readings on Wednesday will be ordinances for repair work to weather-related damages to infrastructure and municipal property. The cost of repairs for eligible projects are expected to be reimbursed by FEMA funding.

Another repair project involving FEMA reimbursement will be for the restoration and hazard mitigation of Greggsville Park, which was damaged during flooding last summer. An ordinance up for a first reading this week authorizes the expenditure of $195,000 with Savage Construction Co. of Wheeling for this restoration and hazard mitigation project. The cost of the work will be charged to FEMA in the amount of $128,623 and to the city’s regular Restricted Capital Improvement Project (RCIP) fund in the amount of $66,377.
Savage Construction was the low bidder for the work. By comparison, Ohio-West Virginia Excavating submitted a bid of $247,395 for the project, and WG Land Co. LLC bid $242,910.
Additional repairs to a recreational facility in Wheeling are also up for a first reading this week. An ordinance up for a first reading on Wednesday will authorize the expenditure of $391,447 with WG Land Co. LLC of Acme, Pa., for a field restoration and resilience project at the J.B. Chambers I-470 Park. According to the legislation, $278,755 will be charged to FEMA and $112,692 will be charged to the city’s Project Fund.
