TERESA DEVLIN

Our beloved Teresa (Smith) Devlin, 69, passed away peacefully at home in Wheeling on January 2, 2026, in Williamson, WV, and a former resident of Dayton, Matewan, Barboursville, Charleston and Glen Dale, Teresa touched many lives everywhere she lived. For the past 18 years, Teresa became an inspiring part of the Ohio Valley community.

Family was Teresa’s whole heart. To know Teresa was to know the meaning of unconditional love. She loved her family and put them first in everything. She was a devoted and loving mother to Jessica (Zak) Zatezalo, Robin (Stacey) James, and Carolyn (Kenny) Phillips, and a cherished Grammy to her grandchildren: Zoe, Adam, Kameron, Jacob, Avery, and Addison.

She is survived by her two brothers, William (Nancy) Smith and Everett (Sue) Smith, and six nieces and nephews. She was a devoted mother, daughter, wife, sister, and friend to many.

She is preceded in death by her parents, Lloyd and Margaret Smith, and her husband, Peter Devlin.

Teresa’s heart extended to her community as well. She was a member of Ash Avenue Church of God and demonstrated her love over the years through servant leadership for Feeding Body & Soul Community Kitchen, Wellspring Pregnancy Center, and Haven Maternity Home. She retired from the Social Security Administration.

Family will receive friends on Wednesday from 11 a.m. until time of service at 1 p.m. at Ash Avenue Church of God, 127 Ash Avenue, Moundsville, WV, with Rev. CJ Plogger officiating.
