Louise Marie Taylor Riggs, 98 of Wellsburg, WV passed away April 7, 2026, at Wellsburg Health Care Center. She was born March 22, 1928, in Rayland, OH to the late Lawrence “Patty” and Josephine LaCross Taylor. She was a member of the Franklin United Methodist Church, several women’s clubs and was never shy about speaking her mind. In addition to her parents, she was preceded in death by her grandson A.J.
