purchase a tract of land and an old warehouse with no prior professional evaluation of the cost of environmental cleanup that the public has had time to peruse and discuss.

take the risk that state and/or federal funds for that cleanup will not be approved.
The citizens of Wheeling -- and certainly, this newspaper -- have always supported the police and fire department personnel.
But concerning the proposal to be voted on this afternoon to spend that much taxpayers' money with that much uncertainty about future costs to construct a public safety building …
council cannot.
