The Centre Market parking garage in Wheeling closed last week due to safety concerns. Leaders in Wheeling would be wise to consider just how much to invest in the property for repairs -- and also consider just what type of facility is needed there for the future.
Prior to the closing of the former Ohio Valley Medical Center, city leaders knew the structure was in need of millions in upgrades. Once OVMC closed, usage at the garage declined rapidly, to the point that only 36 cars per day used it as of earlier this month. Vehicles only were allowed on the garage's lower two floors.
The facility is a money drain on Wheeling's parking system. To repair it, the city has expanded a tax increment financing district, which means future property tax growth in that district will go to repair the garage instead of to county schools and other services.
The question really does come down to this: just what amount is worth investing in a garage that, for years, has seen declining parking and revenue? The city plans to spend millions there just in renovations; should that money be spent elsewhere, with more impact?
These are serious questions city leaders need to address and communicate with the public.
