Tackling Homeless Issue

Wheeling City Council will have much on its plate Tuesday as it begins seriously working through how to address homelessness in Wheeling. On tap that evening is an ordinance to ban camping by homeless persons on public property, similar to a measure recently passed in Parkersburg.

Council members have indicated they have a number of amendments planned to the legislation including a possible single managed camp in city limits. Working through the process to ensure it's done right is a good move.

As council works through this issue, one question must remain at top of mind: How does a city not fall into the trap of allowing sympathy for the homeless to get in the way of civility for its citizens?
