Communication Lacking With Streetscape Work

Imagine trying to operate a business on certain sections of Market Street in downtown Wheeling today. Just about 10 days ago, you learned your storefront was one of a number that would become nearly inaccessible to the public for the next three months due to the Downtown Streetscape Project. Yes, three months. To replace a storm sewer line.

How is a small business, already operating on a razor-thin margin, expected to survive three months of its operation being wholly disrupted? Was any thought at all given to the small businesses in this area and throughout the rest of downtown before the decision to simply close a block of Market Street was made? Were any discussions had with the business owners?

The Streetscape Project is a necessity, but it appears the further along the project goes the worse communication has become. The West Virginia Division of Highways is in charge of the project, and information has been hard to come by. There are days when roads randomly close downtown with no warning. How are small business owners expected to navigate such a system?

The city of Wheeling has some responsibility here as well. Even if it's a state project, this project is being done in Wheeling's central business district. City leaders should be demanding more accountability from the state to keep the public informed.

There's still time to get this right. Open the lines of communication -- and never forget the impact this work has on people's livelihoods.
