The city of Wheeling's ban on homeless camping on public property is now in effect. What's missing, though, is a plan for how to deal with the homeless population this winter from 8 a.m. until 8 p.m. -- the period during which the Winter Freeze Shelter in closed.
There needs to be a better solution than just pushing people onto the streets during the winter months. City leaders approved a plan for a managed camp, but issues remain unresolved there. In the meantime, some of the community's most vulnerable are left without options.
There needs to be a better way than this. Local homeless organizations need a plan -- now.
