Wheeling just had a sham election in which the people of Wheeling turned down construction of a new public service building. Now, council has totally disregarded the will of the people and voted to tax (council can call it a users' fee, but it's still a tax) the citizens and enact the $2 per week tax on anyone working in Wheeling.
Banana republics use this same technique and do whatever they like. Residents are being played for fools by this power-grabbing council. I only hope this is challenged in court. Last person out of Wheeling, please turn out the lights.
