The main and important question in the development of the Gateway Center needs to define the basic objectives of the project.

Who will utilize the center? And when? Visitors traveling through? Residents of Wheeling? Residents of the whole valley? Will it be a destination or strictly transitory establishment?

What percent of its management finances will it provide? And how?

What features of the city will be displayed? And how?

Will it also be multi-functional by adding other than just Wheeling features, such as providing entertainment, convention, etc. availabilities? These questions also tie in with who will utilize the facility. Will the original design be looked on as a driving force in answering this question? The analysis of these questions seems paramount in defining the objectives.
