Time for Wheeling To Rescind User Fee

Is the $2 user fee still in effect in Wheeling? If it is, what is it now used for?
It was voted down for the proposal at the parking lot on Market Street across from the Market Plaza. Council went ahead and instituted the fee anyway and then built a garage on Market Street anyway.
The matter should have been dropped!
With the economy the way it is, $8 extra each month for those living on a fixed income and working in Wheeling could be a loaf of bread and a gallon of milk for them and their family. Think about that.
It’s time to rescind the $2 a week user fee!
