Marshall Memo: Municipal Building Set for Completion Later This Year
The Marshall County Family Resource Network will hold its general membership meeting online at 11 a.m. Tuesday, Jan. 14. Meetings are held quarterly on the second Tuesday of the first month of each quarter. This is a great way to learn about activities and programs going on in the community.

The Northern Panhandle Continuum of Care is looking for volunteers for the annual “Point in Time Count” which will be taking place at 8 a.m. Jan 28.
The Point in Time Count helps determine federal funding to address homelessness in the area and the data collected also helps with local programming and planning.
Signs up are due by Jan. 15 and a required Zoom training that must be completed on Jan. 13 or Jan. 16.

The 19th annual Business and Health Expo will be held on Feb. 28 and March 1 at the Moundsville Center at the Former West Virginia Penitentiary in Moundsville. This event features approximately 90 business and a crowd of more than 2,500 people for the two-day span. The Moundsville Healthcare Center will be hosting a blood drive in support of National Blood Donation Month from 11 a.m. until 4 p.m. Jan. 31 at their location at 2200 Floral St. The goal for the event is 18 units of blood. During the City Council Meeting on Jan. 7, City Manager Rick Healy gave his report which included many updates. The Jefferson Avenue Extension is getting the much needed replacement on the Parrs Run Bridge, and it was determined that a temporary pedestrian walkway was not included in the plans of the project. After reaching out to the Interim Director of District 6, it was noted that there are three options for pedestrian detours; however, the distance of these detours range from 1.19 to 1.91 miles, depending on the route chosen. Temporary foot bridges could be an option but this may cause permitting issues. Healy said he will continue to follow up with this issue.
The bid advertisement is being prepared for the four properties under the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) demo grant program. The asbestos testing has been returned to the Dilapidated Properties Program. So after much waiting these projects are ready to go.
Regarding the new Municipal Building, a progress meeting was held on Jan. 7 with updates from the general contractor. The garage doors will be installed over the next two weeks. A second temporary electric line to power four temporary furnaces is being installed. The scaffolding has been delivered and will be set up soon. The substantial completion date has been moved to Oct. 31. This includes all of the contracted work, and any re-work.
