MORGANTOWN — West Virginia assistant coach and former standout running back for the Mountaineers, Noel Devine, 38, was arrested and booked at 12:45 p.m. Sunday at the North Central Regional Jail charged with one felony count of strangulation, according to the Magistrate Court of Monongalia County.
