St. Clairsville Police Chief Jeff Henry Under Internal Investigation

The city administration is investigating complaints against St. Clairsville Police Chief Jeff Henry.

Both Henry and a council member confirmed that police officers have approached city leaders regarding Henry’s alleged treatment of personnel.

“There was a complaint made against me by some, I guess, employees that went to the council,” Henry said. “They said I was harassing them. That’s the complaint I heard. … There was more than one.”

Henry declined to discuss the matter in detail and provided contact information for his attorney, Christopher Gagin, who could not be reached for comment Wednesday.

“As far as I’m concerned, it’s a he-said, she-said,” Henry said. “That’s where we’re out.”

Mayor Terry Pugh could not be reached for comment Wednesday, but Councilman Perry Basile gave his impression of the situation.

“There’s a lot of issues,” Basile said. “It had really more to do with the way the police chief treats personnel. That’s really what it was all about.”

Basile said the matter is considered to be an administrative issue.

“As far as the City Council’s concerned, we brought it up to (Pugh) a long time ago, and they kept telling us, over and over, it’s totally administrative,” he said. “We’re legislative. Anybody on City Council is legislative and the mayor and the mayor’s office is administrative.”

He said the investigation was completed by a third party, a division of the law firm the city uses for human resources.

“We use them for anything legal that we need to do,” Basile said. “They gave us a final report.”

Basile added that he expects the administration to make a recommendation to council to be voted on.

“The chief is not a regular employee, he’s management,” Basile said, adding that he could not say when a decision might be made.

“I sure hope there’s a decision made real quick here, personally. I don’t want to see the administrative branch of this administration sit on this. They need to make a decision on what to do,” Basile said. “City Council has really been in the dark about everything. I haven’t heard anything at all. It’s like the elephant in the room.”
