Wheeling City Council To Vote on Plan To Spend up to $350,000 on Buildings at 1107, 1109 Main Street

WHEELING — City council will decide Tuesday whether to move forward with redeveloping properties it owns at 1107 and 1109 Main St.
Council is set to vote on an ordinance allowing Wheeling to spend $350,000 to improve the vacant properties across from The Health Plan and create a development agreement to assist the project.
“From my perspective, the approach up for council consideration represents the best path forward for these properties to make redevelopment possible and show that the city is keeping promises that a prior administration had made to officials of The Health Plan,” Mayor Glenn Elliott said.
During the past few months, Wheeling has worked with developers interested in redeveloping the properties. In February, council transferred the properties to the Ohio Valley Area Development Corp., allowing the project to move forward.
Elliott said city officials and the developers have worked out the development agreement provided for in the ordinance, which includes parameters of the project and what Wheeling will contribute to it.
“This agreement includes strict timeframes for redevelopment and provides the city with recourse if certain benchmarks are not reached,” Elliott explained.
The developers’ plans, outlined at a city Development Committee meeting in December, include performing major structural repairs on the buildings and renovations to allow for retail and apartment use.
The $350,000 contribution from Wheeling would go toward incentive packages for the properties’ owners and come from the city’s current operating budget, Elliott said previously.
Also up for consideration at the council meeting Tuesday are two water distribution projects, totaling $350,710, and the addition of several parking meters downtown. The meters would replace unnecessary loading zones on Main and Market streets.
Council will hear a resolution regarding an $11,100 facade improvement grant requested by the owners of 1068 Market St., DC Ventures. The resolution was updated to say DC Ventures instead of Tito’s Sloppy Doggs, the tenant of the building.
In addition, council will hear an application for a liquor license at Bridge Tavern, 950 Main St. The owners are adding a new name to their existing license, which requires council’s approval, City Clerk Brenda Delbert said.
Council will meet at 5:30 p.m. Tuesday in its chambers at the City-County Building, 1500 Chapline St.
