Wheeling City Council Will Wait On Zoning Request for Properties on National Road

Decision to tear down church to be heard at later date

WHEELING — City Council will wait to make a decision regarding a zone change for former church buildings on National Road that could be torn down to build a bank.

The zoning request for 1154 National Road and 2 Laurel Ave. is not on council’s agenda for its meeting Tuesday. Tom Connelly, Wheeling’s assistant director of economic and community development, said the body could move forward with the request at a future meeting.

“If city council wants to move forward with an ordinance approving a zone change, it would be at a future meeting and clearly identified on the agenda,” he said.

At the Planning Commission meeting March 4, Connelly said the matter would be on council’s agenda at the meeting set for Tuesday. However, council tabled the commission’s report at its March 19 meeting, which in turn delayed the process.

The matter involves plans by an unnamed financial institution to tear down former church buildings on the properties to build a drive-through bank. At its previous meeting, the Planning Commission denied a zone change request to classify the properties as an EMO, or emergency, medical and office, district.

At Tuesday’s council meeting, the body will take action to accept the planning commission’s report and then can vote on the zone change at a future meeting.

Council will also vote on spending for two water distribution projects as well as basketball shot clocks for WesBanco Arena.

Also included on Tuesday’s agenda are first readings of ordinances regarding spending for water treatment, water distribution and wastewater systems.

Council meets at noon Tuesday in its chambers in the City-County Building, 1500 Chapline St.

Beforehand, council’s Development Committee will meet at 11 a.m. to discuss projects around the city.

The committee will discuss a permanent easement behind 1069 Main St., the former Tom’s Pizza building, and redevelopment of a site at 3532 Jacob St. in South Wheeling.

The body is also set to discuss a lane abandonment for Lane 39 between South Broadway Street and Lane L, according to the meeting’s agenda.

In addition, the committee will meet in executive session regarding a property transfer.
