The Rev. Joel Richter, of Christ Evangelical Lutheran Church, led members of Marchers Ohio Valley Empowered in a prayer outside of the Independence Hall on Wednesday evening. Eleven members of the group came together for a vigil that was held for the victims of the weekend’s shootings in Dayton and El Paso. The vigil was a part of a nationwide vigil and a call for a change in gun laws. “Something has to change,” Richter said.
