For a long time, West Virginia was viewed by some as anything but a business-friendly state. That is changing in many desirable ways.
Among them is Secretary of State Mac Warner's goal of making it as easy as possible for businesses to deal with his office. In addition to being the state's chief elections officer, Warner handles various business licensing and reporting duties.
Giving small businesses -- the kind that cannot afford specialists to deal with government reporting requirements -- help is especially important. To that end, Warner is sending "mobile offices" to every one of the state's 55 counties this month. Secretary of State's office personnel will be helping business owners, right down to individual entrepreneurs, help filing their annual reports.

Adopting an attitude that state government is a partner with job creators is important. Good for Warner and other officials for recognizing that.
