Frigid Temperatures Delays Some Exterior Work

MOUNDSVILLE – Construction of the city of Moundsville’s new municipal building is now anticipated to be mostly complete by April or early May, said City Manager Rick Healy.

Healy made the announcement during his report on the project during this week’s City Council meeting.

He said this winter’s frigid temperatures and snow has slowed work on the exterior, but much work is still being completed on the inside of the building.

“The temperatures over the last week have really made it impossible to do any outside work,” Healy said. “We’re moving along on the inside. The move-in date is still in flux, but it is now pushing to probably April to early May.”

Some of the latest work being done on the building includes computer runs and tie-ins, apparatus bay lighting, final concrete pour for the bollards, drywall install and finishing in some areas and painting.

“I think all of the interior doors are in now and most of the exterior doors,” he said. “The first, second and third-floor cabinetry are all happening and flooring. We have ordered all the furniture; that’s scheduled for delivery by hopefully by the end of March.”

The new $12.5 million building will contain the city offices, fire and police departments. It will also feature a drive-through for bill paying.

The old city building will be razed and the space leftover will be turned into a new parking lot for the new municipal building.

Work on the building started in 2022, but there were some construction-related delays. Then the project’s former contractor, &build, filed for bankruptcy, stopping the project completely for a few months. Great Lakes Restoration LLC was hired as the new contractor in October 2024.
