Time for Wheeling To Rescind User Fee

Editor, News-Register: Is the $2 user fee still in effect in Wheeling? If it is, what is it now used for? It was voted down for the proposal at the parking lot on Market Street across from the Market Plaza. Council went ahead and instituted the fee anyway and then built a garage on Market Street anyway. The matter should have been dropped!
