A full house at the Ohio County Animal Shelter means an less expensive road toward finding a new pet for the household. There currently are 22 dogs and 25 cats at the shelter, and in an effort to find those animals new families, the shelter is offering a 50% discount on adoption fees through the end of August. The normal $160 fee to adopt a dog is currently $80. The normal $60 fee to adopt a cat is currently $30. Those fees also include having the animal spayed or neutered. I have covered many legislative committee meetings in my time under the golden dome, but I have never seen a worse outing for a new cabinet secretary than I did last week for Carl Ayers, the new secretary of the Department of Human Services. The latest round of assessment test scores for West Virginia students were released on Wednesday, and as expected, there were no real gains from the previous school year. Across the state, only 48% of students tested proficient in reading, 39% in math, and 29% in science. That’s not even close to being good enough. Locally, Ohio County saw 58% of its students proficient in reading, 48% in math and 35% in science. Marshall County had 46% proficiency in reading, 41% in math and 29% in science.
