At 4:14 p.m. Monday, units responded to an address on Patty Mine Road, Martins Ferry, for a domestic complaint. A temporary protection order was signed, according to the report.
At 3:41 p.m. Monday, a complainant reported hearing multiple shots coming from a residence near the Pilot station on Belmont-Morristown Road. A deputy responded, and a female subject at the residence advised the officer that her kids were shooting in the yard. The officer advised the female that they should find somewhere else to shoot for the safety of the surrounding residents and the close proximity of the neighboring business.
At 12:36 p.m. Monday, a complainant on Sunset Heights, Bridgeport reported a white male with blond hair and dark clothes was acting suspicious in the area. The subject was near Woods Road and was possibly behind a garage. When an officer arrived on the scene, he reportedly saw the male duck down behind a garage. The male subject – whose name was not listed on the incident report – was taken into custody on an unspecified charge.
At 12:06 p.m. Monday, a female subject came to the station to report a domestic incident that had occurred the night before at an address on Brooke Avenue, Bellaire. A deputy spoke to the female and called for an emergency squad to treat the victim for a possible concussion. Units patrolled the area for the male subject who was reportedly involved.
At 10:41 a.m. Monday, a complainant stated she and her husband were at Goodwill on Valley Plaza Drive in St. Clairsville when a male subject standing about 5-feet, 7-inches tall with a stocky build and dark hair, wearing jeans and a hooded sweat shirt, approached them and said his vehicle had broken down. He reportedly asked for money and a ride to Steak and Shake. The female said they gave the man a ride to Applebee’s, and she believed he stole her son’s cellphone when he was in the vehicle.
At 4 p.m. Thursday, a female subject from Neffs reported being harassed by an ex-boyfriend, who was reportedly showing up at her residence and at her place of employment. A sergeant contacted the male by phone and advised him to stay away from her, according to the report.

The vehicle being pursued reportedly crashed, and the subject ran from the scene, according to the report. Blake Davis, 22, was apprehended and charged with felony counts of aggravated vehicular assault, escape and failure to comply with the order or signal of a police officer, as well as misdemeanor counts of resisting arrest and possession of marijuana. He was taken to the Belmont County Jail and held on bond totalling $51,235.
At 10:11 p.m. Wednesday, deputies responded to the Ohio Valley Plaza where a female pedestrian had been struck by a vehicle across from Steak ‘n Shake. The victim was transported to Wheeling Hospital, and officials reported would likely be Life Flighted to a Pittsburgh hospital. Officials said they believed victim was from North Carolina and had been staying at the Red Roof Inn.

Police arrested Donald S. Mosser, 34, of Rayland. He was charged with falsification and receiving stolen property. Officers found three active warrants for Mosser’s arrest out of three different counties, including Belmont, Jefferson and Carroll counties. He was taken to the Belmont County Jail.
